The two skins are based off the Romance of the Three Kingdoms, a historical novel revolving around a section of early Chinese history. I'd be lying if I said this was my strong suite, as I learned about ROTTK by means of the Dynasty Warriors franchise, where both Lu Bu and Zhao Yun serve as playable characters. At any rate, here are some shots of the skins courtesy of BrotherChaun on reddit.
I'd think they'd fit more the other way around, since Xin usually uses a multiple-pronged spear while Jarvan's is ridiculously augmented, but mostly straight. His looks way different in-game though.
Xin Zhao is obviously based on Zhao Yun though, so that's likely why they did it.

I don't really like Jarvan as Lu Bu, although they likely did it because of his ultimate.
It's also likely because of his weapon...
