Neku x Shiki fans are claiming the girl is the daugther of them, which oddly fits, as she wears headphones which symbolizes a connection to Neku and Mr.mew that is tied to shiki, YMMV however is that if neku's hair was orange natural or he dyed it.

A side theory is that the girl might not be a girl, but the same as joshua, an angel iirc simbolizing that neither of them have been able to get over the problems that they had on TWEWY.

She seems to be a female version of neku, what with the headphones and all.
Doubt it. Firstly, what would be the point? And second, she has Mr. Mew as well.
She's most likely meant to have some sort of connection to both Neku and Shiki (thematically, at least; she needn't have actually met them).
By that I meant she was obviously inspired by neku and eri (the girl Shiki looks like).
She's not inspired by Eri, she's inspired by Shiki. Mr. Mew belongs to Shiki herself (she made him), not Eri.
Eri is the girl Shiki wishes she could be. Considering her fashion sense this girl obviously seems to be inspired by Eri not Shiki (who has no fashion sense nor cares to by the end of the game). Mr. Mew also points to shiki so its safe to say she was inspired by all 3 of them.

I don't know what you mean by fashion sense; the girl's wearing a school uniform (the same one worn by the students you see wandering about Shibuya, in fact). It's not inspired by anyone, least of all Eri.
What's more, Eri is a very minor character, so what business does she have as a basis for any future characters?
