I'm tryin to upgrade my babel spear+ but I have no clue to where or how I get an uragan ruby even though I've killed like80 of the things

Depends what you mean by "best". Doing RHP is, in my experience, the ONLY and most SUREFIRE way to get those things. Still, I have no need of uragaan rubies, so I didn't trigger the desire sensor...

Do the event quest "Red hot party!" No joke, I get one every single time in rewards. I have so many rubies idk what to do with them.

URRRRRAAAAAGAAAAAN seems the most hardest to farm rubies from IMO. I only ever got 2, which i used for my blade escadora arms and gunner escadora arms

I got mine in a tagteam with wildfire against the double uragaan. I think the best way is to do that OR the URRRRRAAAAGAAAAAAN Agna hr 51 quest, and cut both URRRRRAAAAAGAAAAAAAN tail, carve, kill one, cap one. Thats how mine was obtained. Although, the double URRAAAAAAAGAAAAAANN! is an advanced quest so it wont show up as often.
