Also, in the mean time, keep trying if it would accept urls after you gain a post count, just to see when the system does allow it instead of the noted down 15, I'm kinda guessing it's 20 or 25 post when it does, and I think I've seen that bug before about that.

Your signature contains URLs to external sites. Due to spam issues, new members can only link to Neoseeker and its sister sites until they have at least 15 legitimate forum posts.

I would suggest using Neoseeker's Gallery to upload your image to solve this external problem, but I think you need 25 posts or somehting to unlock that, so it's kinda redoned.
So far I see the image is fine, there's only a little problem with the system recognising you're allowed to have external urls in your sig now.
I think there was a problem like that before, and it allowed it after 20 or 25 post, even if it's noted to be 15, maybe it's the same problem.
Just try posting somewhere legit to add some more couple counts to it, and then external linking wont be a problem, or using the Neo Gallery when unlocked to a closer advantage.
