i agree with chaos team but my suggestion is just keep talking to it constantly with the soothe bell and it will eventually evolve i don't think it should really matter what level it is to evolve because its going to at one point.

deathjr, Togepi can evolve at any level with high friendship, which means it could evolve at level 2 if you tried hard enough.
In HG, I think it evolved at level 32 for me since I left it in the daycare until level 24. Then in Black, it evolved at 17, and another one evolved at 22, I think.
Hold the Soothe Bell maybe if you want it to evolve faster.

I knw togepi evolves with friendship and I've read that togepi evolves with friendship @ a certain lv. range what is the avg. lv. Range that togepi evolves with high friendship?
