They cant fly but they have been seen floating/hovering in place or while falling. Jack an Samara are seen doing this,But Matriarch Benezia is show actually moving when u first encounter her on Noveria

Has it ever been explained ingame why biotic powers like Pull can't be used on enemies with shields/barriers or armor?
If so, the answer is probably tied to why they can't fly.

It makes sense from a gameplay perspective of course but it also makes it clear the power of biotics is severely limited and I would argue that flying is a much harder feat to accomplish than lifting a few kilo's more of body armor.

1. Because it's unnecessary in a linear 3rd person shooter.

2. like others said, it would require better mastery of biotics than anyone in the galaxy is capable of and better implant technology.

Biotics simply haven't gotten that good at using biotics on themselves to propel themselves through the air and control their movements while doing so.

Even Banshees are limited to slowly floating a foot off the ground and that is the closest to flight that biotics get in Mass Effect.

3.The Cooldown system wouldn't allow for constant flight (you know they would stick a cooldown on it).

3.I've never seen Bioware make a game where you can really fly anything. Well, except for that bit in LotSB, but that was on rails.

It is the same reason Jedi/Sith could not in Star Wars, 2 reasons;

1. The Devs wanted them to be "Enhanced" People/Soldiers, not superheros.

2. Believe me I have thought for countless hours on how one could manipulate the Force/Biotic Abilities to maintain flight, and there are 3 rather easy sxamples:

A. Continuously using Force Push/Biotic Equivalent to maintain lift.

B. "Lift" a platform under your feet and use that as a cheap flight mechanic.

C. Continuous Force/Biotic propulsion like how Ironman flied.

But this Ideology makes sense and as such it will NEVER be implemented.

Seriously though, Biotics require space magic implants and a whole lot of effort and other things to do even very linear and primitive forms of Telekinesis so... Yeah. Lloyd is spot on.

Samara can float a little, at least, she's jumped off a balcony-easque place and slowly landed on the ground. I guess actual flying requires too much power.
