The DLC list for reference:

What kind of DLCs would you like to have and how would you improve the currently announced ones?

Nyte Blayde Pack improvement
The Nyte Blayde Pack is about fighting vampires, so it would make sense if the DLC would add a vampire gang, with a large number hidden vampire gang operations.

National Guard Backup Pack
There should be a "National Guard Backup" pack, in which the SNG gets its own Daedalus-class hovership.

I've said this in at least 3 threads already and I can't stress this enough - there needs to be a Daedalus-class ship in the sky at all time. Not just in a mission. It shouldn't deploy its heavy artillery, but it shouldn't stand on one spot either. It would be so cool if it would slowly fly around, over the entire city. Every time it spawns, it should be at a different location, so you'd be like "How did it get there so fast, moving so slow?!"

The SNG should mostly have its usual helicopters there, with a minimal amount of SNG VTOLs. Maybe even a few SNG Specters.

And if the player gets too close, it should give you a level 3 notoriety, but if you leave your aircraft and land on it by parachute, then there wouldn't be any notoriety, until they see you, or something.

idk but that mission explanation was sweet. i mean getting to fly around in deadalus would be awesome. and some new vehicles and outfits to go with it. they should also make it like the only way to go back to stilwater. if its possible you keep bugging them about making that mission.

Bump!

I just thought of a detailed mission for the above "National Guard Backup Pack". There would be only 1 mission, but I'd like to think it would be awesome.

Burt Reynolds, Shaundi and the F.B.I. woman would be in this mission, regardless of the previous missions. Both endings would be partly canon here.

So here it goes!

A marker appears on the map, at the Saints HQ. The player goes there.

[Beginning of cut-scene]

The player enters the penthouse, looks around, sees several usual Saints hanging out. He walks to the big TV, sits on the couch and grabs the TV remote. He changes the channel to some street-racing event in Steelport. There's several sports cars, including Nyte Blayde with his red car. The race is just about to begin but then the show is interrupted by the news.

The player (has a bowl of popcorn in front of him) yells out: "Oh, come on!"
The news: "We interrupt this program to bring you this special bulletin! Mayor Burt Reynolds, in association with the Saints..." The "in association with the Saints" part should be spoken quickly, like an advertisement. "...has just revealed that he has secretly arranged the construction of new Daedalus-class hovership and he has just given it to the Steelport National Guard."
Burt Reynolds in the news: ...Well I don't know what his exact words should be, but he explains that Steelport, as a new city-state, needs to keep itself safe. And what better way to do it, than with a ship like this? He also explains that taking care of the ship should be the national guards job, because... that's what the SNG is for.

Then the main character turns the TV off and tells the other saints to call the other high-ranking saints for an immediate meeting while he goes to investigate.

[End of cut-scene]

At this point the player is free to go to the new SNG ship and explore it. There's news helicopters around it and SNG aircraft and soldiers on it.

Then about 10 minutes later the phone rings and the player is called back to the Saints HQ.

He gets back and...

[Beginning of cut-scene]

Burt Reynolds and Shaundi are arguing.

Shaundi is angry that this was kept a secret from her and Burt says that he wanted this to be a pleasant surprise.

Then they hear explosions outside. They all go outside and see that the ship has fired at a few buildings.

Burt calls the ship: "What's the meaning of this?!"
The commanding SNG officer on the ship: "Now that I'm in control of this ship, I no-longer have to answer to you, or the Saints! And from now on you can address me as 'The Emperor of Steelport'!! [Insert evil laugh]... "
Burt: "He's gone insane with power, we have to stop him."
The main guy: "We're gonna need a whole bunch of big guns. Let's go!"

Oleg stays at the Saints HQ to keep them informed if there should be any sudden changes.

[End of cut-scene]

The player goes to the helicopter landing pad and enters a Saints Vulture. The F.B.I. woman, Shaundi and the black guy are with him.

There's a marker on the map at a gun store. Half way there...

The F.B.I. woman: "Remember when I said that we could have our own ship like that one day?"
Shaundi: "Yeah?"
The F.B.I. woman: "Well I and the boss have been diverting funds and... well I've already called it. It should get here soon."

A new marker appears on the eastern edge of the map.

Shaundi: "Wait a minute! Boss? You knew about this?!"
The main guy: "Well..."
Shaundi: "Why am I never told?! What, was this like some dirty little secret between the two of you?"

Awkward silence.

The black guy: "Well..."
Shaundi: "Oh c'mon! You were in on it too?"

They get to the ship, land on it and go to the bridge. Modern ships are controlled by only computers and large ships don't have any steering wheels, but for the comical effect, this one should have a big wooden steering wheel in front of a big captains chair and a whole bunch of levers and buttons and possibly a few computer screens.

At this point the player would be given control of the ship. The player would then fly it the rest of the way to the city.

Then Shaundy and the others demand that the main guy fly it right over to the SNG ship (located above the western island) where they could destroy it in a large ship-to-ship battle.

Soon Oleg calls the player and being the logical guy that he is, asks the player to park the ship above the eastern island and go on a covert mission to take control of the SNG ships bridge and hold off the SNG troops until the rest of the Saints arrive as backup. That way they could have two ships.

At this point, the player would have two choices: The battle, or the covert mission.

The battle option:

The ship has to be flown to the SNG ship, but not too close.

The F.B.I. woman: "Stay at least 1 km (~3500 ft) away from it."

Any closer than that and the mission fails, causing the player to restart from the moment where he took control of the ship.

The two ships start shooting at each-other with their guns and missiles. There's huge explosions on both ships.

The F.B.I. woman: "At this rate the ships will just destroy each-other!"
The main guy: "Take the ship, I'll end this!"

[Checkpoint]

The battle continues and the player has to take any helicopter, or VTOL aircraft from the ship. There's still huge explosions and lots of gunfire. There's also at least 10 other SNG and Saints helicopters in the battle, so the player might get shot down on his way to the SNG ship.

The player flies to the map marker on the other ships bridge and there's instructions on screen to destroy the bridge.

The player launches a bunch of missiles into the SNG ships bridge, which then explodes.

[Beginning of cut-scene]

The ships starts tilting to the side and slowly falls over - crashing into the sea and exploding.

[End of cut-scene]

At this point the mission would end and Saints ship would stay in the sky forever. It could still be flown around, but it wouldn't be possible to destroy the ship. It would just stop instantly when crashing into a building and it would not sink into the sea.

The covert mission option:

The mission continues at night, from the Saints HQ. The player has to use a news helicopter to sneak up on the ship, because "it's the only safe way to approach it, with out alerting suspicion". The player is instructed to fly well above the ship and land on the ship by parachute. The player has to land on the front end of the ship, as there are too many troops on the rear.

[Checkpoint]

The player then has to get to the bridge. After killing a few SNG soldiers, an alarm turns on and the player has a limited amount of time to fight his way there.

Once he gets to the bridge... [Checkpoint] ...he has to kill the SNG boss and his guards.

[Checkpoint]

Now the player calls the other Saints who get on their way. The player has to hold off the SNG troops until the Saints back-up gets there.

Soon after the Saints get there, Burt Reynolds also arrives with some of his SWAT soldiers. That ship is then assigned to Burts trusted SWAT unit and the Saints can feel free to visit any time.

After this ending the Saints ship would still be flyable (just like with the other ending), but the SWAT ship would not. The SWAT ship would have both SWAT and Saints soldiers hanging out on it and there would be SWAT, SNG and Saints aircraft parked there. The Saints ship would have only Saints aircraft and soldiers.

Edited to correct some spelling errors.
