I don't have it yet, but I was looking at the PC forum at http://www.saintsrow.com/ and it turns out that there's some glitch, that slows the game down to as low as 15 frames per second. This happens on even the most high-end PC's.
Just wanted to post a quick update since I'm still watching this thread. Our PC team here is still working with the team at AMD/ATi and we hope to have a driver solution in place soon. There is still no ETA, but it's being worked on. Thank you again for your patience as we continue to work towards this goal.
Scroll down for more info. I haven't been updating the first post.

I am guessing that your computer, Shadow of Death, is a desktop? Or if it's a laptop, it's bigger than 18.4"? Both laptops are 18.4" here.
I have dual GTX 570's with the game set to ultra @ 1920x1080 (no v-sync) and I get lower framerates than I think I should. Usually in the 30's, sometimes the 40's, and it can even be as low as the mid 20's >_<
Is that your computer's display resolution? Or is that the games? Both computers I have are 1680 x 945 (laptops).
My computer's resolution. I play the game full screen.
I play all games full screen if they let me.
The new fix that's coming out BTW, is for ATI cards only, so far as I know.

Word from the Volition team on AMD issues:
Hey everyone,
It's been a few months since Saints Row: The Third hit Steam and as you know an issue has come up where certain AMD/ATi GPU's are experiencing micro-stuttering and general performance drops on capable machines. This has mostly been seen with cards in the 5xxx or 6xxx range.
Our team has provided multiple patches and updates attempting to correct this issue by adjusting key parts of Saints Row: The Third at the guidance of AMD/ATi, and they have shown mild improvement. Those with SLI no longer see micro-stuttering, and based on our performance tests, we've been able to increase overall performance. For those with affected cards, we're still not up the level of quality we all expect from a Volition game, and we thank you for your patience as we work with AMD for a solution. As soon as we have more updates regarding this issue, we'll be sure to let you know.
Thanks again,
VOLITION

Doesn't work for me Still the same shitty low framerate. It's just unplayable really... My pc:
4gb RAM Radeon HD 6950 AMD FX 4100 black edition quad core 3.6 ghz 650 Watt etc. So easily beats recommended settings. All drivers are up to date; checked that yesterday.
Dont have account so cant edit post srry, but ALL settings are low/off and resolution lowest possible etc.. Just won't run.

There's a new possible solution. My game has always worked fine, so I can't test this myself.

As a formerly frustrated owner of this game, I would like to have this on record for Volition. I JUST built a new PC and when I first started the game, the FPS sucked. Then I read on a forum to turn Ambient Occlusion and Vsynch off. Now I'm in the clear and it works fine with all other settings max. Graphics card is a Radeon HD 6870.
