Think of each neighborhood as a different planet. There is no relationship between neighborhoods.
If you move sims to a different neighborhood through the house bin, only the sims within that family will have ties to each other. They will start out with no relations to any other sims in the new neighborhood.

My Sim Kelly is at university. I want to move her parents to another neighbourhood. What will happen with their daughter? Will family ties be cut? Will they be able to see each other? If I go to the new neighbourhood and tie the university to it will the uni sims from the 1st neighbourhood be there? Thanxxxxxxxxxx
