I haven't played the game in a while but perhaps that content requires different DLC. Your best bet is to try and get in contact with someone from EA/Skate Customer Support.

Hi Guys -
So my 8yr old has a PS3 and me (Dad) knows nothing about it! What happened to putting your cartridge into a gaming system and that was it?!?
Anyhow - here is my problem relating to SKATE 3.
My son had some skate parks that he said he could skate online... then he downloaded San Van Party Pack DLC and now theres a weird icon in the lower left corner of each skate park. My son tells me that this means its locked and he cant skate online.
So - with great fear of deleting all of the cool parks he has made thus far, I go ahead and remove the DLC and Skate 3 Game Data and reinstall. All of the skate parks are still there (thank God) but they still have the icon in the lower left corner.
Also - he got the PS3 After 5-11-11 so the share code is invalid - I dont really know if that makes any sense or not.
