I've got a new glitch. Or at least its new for me. Other sites have suggested things I've already tried to no avail, so I thought I'd turn here for suggestions.
Upon starting a new game, I find my character won't level up. Right now my XP total as displayed on the Pip-Boy reads 250/200, but the on-screen XP display that appears when you earn points won't advance to level two. I am not under any sort of threat, just in case someone wants to remind me that level ups don't occur during battle.
Any suggestions, or am I just going to have to put this thing down in exasperation for a month. Again.

Wow I've been annoyed at the glitches in this game but I haven't had anything happen like this! I just have constant loading problems, my game just turns off, I have wack ass characters popping up in the middle of nowhere and several sucky story glitches!

I'm sorry to say that i never got a chance to test any of these ideas as, when I played this morning, the problem was fixed with magic or something. This is the most bizarre, erratic game I've ever owned.
This happened to me, I remember. Just keep gaining experience and walk over to the Yangtze memorial and walk into that shack. Try leveling up again and it should award you with the first level up as well.
If I remember correctly, it's a bug encountered when you start a new game with a changed character gender.
Dude, you definitely picked up a defective disc....
Your character turned into a random white male with no items or pipboy? WTF?
I wish I could conjure up a solution for your dilemma bro. EDIT: Did you try my solution in my post above?
Nah, I'm still mad at the game. I have nothing to do tomorrow, so my intention is to check Neoseeker in the morning, take note of every solution offered in this thread, and try them all. If none of them work plan B is to quit in a huff and ignore the game for another month, then see if its fixed because of magic or something.

Try sleeping for an hour, or waiting an hour. Perhaps save or autosave, turn off the platform, then turn it back on and load it. Did the LEVEL UP flash in the corner with the drum-sound?
No such things happened. I'll try to be as detailed as possible, in case this happens to someone else. The experience bar that appears on screen any time experience points are earned shows up as normal, and slowly moves up towards the mark for level two. When it gets there the meter very briefly changes to the one that runs from levels two to three, but then immediately changes back to the one that runs from one to two. No level up text, no drums. From then on, the triangular icon that tracks experience progress remains right at the end of the meter, but the number of experience points I earn continues to appear. Under the appropriate menu in my Pip-Boy the experience counter will read, as said before, 250/200 with whatever my actual current experience level is being where 250 is.
Yeah, I'm a little frustrated. Last time I put the game down it was because of a glitch that spawned a generic Caucasian male wherever I last was with no equipment of any kind (meaning no Pip-Boy either!) if I tried to load a save from anywhere except the main menu. That one just sort of went away after a while, though.

Man if I restarted my game several times and it kept doing that, I'd be pissed.

I've restarted it several times, but I haven't thought about your solution. I'll try it later. And sorry about the double post, I'm usually careful about that.
