I pick the best starters based on who is best against gym leaders and this is what I come across:
1st generation: Venusaur: easily takes care of first three gyms- only challenge would be 7th gym leader 2nd generation: Typhlosion: only 8th gym leader is tough but all the rest are easy, Plus Cyndaquil evolves really quick and gives you a power boost early. 3rd generation: Swampert: no weaknesses against gym leaders except third but you should have evolved into Marshtomp by then and you will know ground type moves to take care of electric types. 4th generation: Probably the toughest starter to choose but my favorite here is Empoleon because hes the only starter to ever become a steel type which makes its defense really high. 5th generation: Also tough to choose but I think Serperior is the best choice. When it learns coil it is definitely a move you have to keep as it increases attack, defense, and accuracy all at once. Plus moves like giga drain fair well against anybody.

Stage 1 Gen I: Bulbasaur Gen II: Chikorita Gen III: Mudkip Gen IV: Turtwig Gen V: Snivy. All the way
Final Stage Gen I: Venusaur. So many memories. Gen II: Typhlosion Gen III: Sceptile, best Grass starter until Jalorda Gen IV: Torterra Gen V: Jalorda. best Grass starter since Sceptile
I like Grass starters. Mainly just because, but partly because it makes the game more challenging
