Before you do this, make sure you format your USB stick to Xbox 360 via your console. Also ensure that you have copied, NOT MOVED, your PES files to your USB stick. You do this for two reasons; so that you have a back up if something goes wrong. And also so that the Xplorer program can detect your 360 formatted memory stick.
This process should take about 10 minutes. Make sure you do exactly what the guide says.
Step 2: Extract it from the .ZIP file, and onto your Desktop.
Step 3: Download your desired option file, and extract those files to your Desktop too.
Step 4: Open Slashr's USB Xplorer. File >> Open Device. You then should get a pop-up stating "0. {dir}content", which you should then double-click.
Step 5: Then find the folder that is similar to this, "ir}E00007FB5AB1185FF", and double-click that.
Step 6: You should then double-click on this folder, "{dir}4b4e0801" (This is the PES 2010 game ID so you'll see a different number at this stage - which is fine anyway).
Step 7: Then double-click once on this folder, "{dir}00000001". Ensure that you have backed up your files, then Delete the EDIT file, and all UNIFORM files.
Step 8: Open your downloaded option file folder, and select all files, and drag-and-drop them into the white space on the Xplorer program - This will save you doing it one by one.
Step 9: You should now have a long list of PES files. Your PES option file should now be ready to transfer to your 360.
Step 10:Remove your USB stick from your PC, and put it into your 360 console. Head to the Dashboard, and onto Memory. Then press Y to transfer content, with the destination place being your hard drive. Copy ALL PES files from your USB stick to your console. This should take about 10 seconds.
Step 11: Now load up PES, and head to Exhibition Mode, and check whether your emblems/kits have updated. If not, then something has gone wrong (If this has happened, I would suggest you restart from scratch).
A pretty simple guide, but hope you found it useful. If you have any questions, then do not hesitate to ask and I will get back to you as soon as possible. And again, if any problems arise then please contact me and I will help you. But lastly, do exactly what the guide says and it should work.

Okay sorry man, but i recently download a option file/patch whatever you want to call it for the ps3 with full kits etc. but it also came with faces. the faces were designed on some program or something but they worked on the ps3 and they were the only ones i could find on the internet that worked which i thought was strange. all the other files of faces i have downloaded have all come up corrupt. they looked like they had been put onto the in game editor and then there for you to put them on the players faces.

Yes, but it's illegal. You'd have to patch your console.
But sorry, patching discussion is not allowed on these forums.

Is it possible for PS3 to download boot packs and then transfer them to your console?

I've never tried it using a phone. It probably wouldn't work, but I'm not 100% sure.
Try and borrow one from work, school or a family member, perhaps.

Can this only be done using a USB stick, or can it be done with other external devices like phones?
Because I ain't got a USB stick that has enough memory to link to my Xbox.

It's your call. Although having an internet connection would help you greatly. You're kind of restricted when you're offline.
