Prehaps its like Worry Seed, replacing there ability with Levitate?

maybe it prevents the opponent from using ground type moves...
...OR...
it slams the opponent into something with more or less damage depending on the battle area. like if you were in a snowy or icy area grass types would take more damage, fire types less, etc.

The last part of your post made me think of something. What if it acted as the reverse of roost? Instead of removing strengths/weaknesses associated with flying it instead adds them? Levitate a water type and then hit for 4x super effective damage with an electric attack

I'm still trying to get my head around what possible uses Munna's new Telekenisis move could have. It can't have just been introduced for the purpose of levitating your ally in a double battle; not when it can also be used on your opponent. The only logical thing i can think of is that Munna will also learn a move which does, say, double damage when it hits a pokemon that is levitating.
These aren't unique anymore because POKEMON ALREADY USED THEM.

None of those are exactly unique, they all look like something else almost completely.
