Please help me out, I am trying to make a team but, I can't decide on a good water or mixed water type to battle with. Oh, and anybody who says Gyrados obviously doesn't know about the 4x weakness to electric type attacks.

Not the best but Dewgong is always a decent alternative not a large movepool has moves like surf ice beam blizzard or even signal beam and toxic or rest (plus chesto berry)

First of all, I don't know the top #1 water type Pokemon in SS or HG but I do know some water type Pokemon that are pretty great at battling. If you don't agree with me, please understand this is MY OPINION! Here are my top 5 opinion-wise:
#1 best water type - Lapras It can learn pretty decent moves that can make your opponent crumble. Like thunderbolt for example.
#2 best water type - Vaporeon I have been training one for a LONG time and it ALWAYS impresses me. Just give it some training and it'll be great.
#3 best water type - Gyarados Just because it has x4 on electric blah blah. I mean, so WHAT? Every Pokemon has a weakness so just give it some SP. DF or DF moves and it'll be fine.
#4 best water type - Milotic or Kingdra To me, they're both awesome. They're both pretty decent and cool and will cream anyone.
#5 best water type - Starmie? It is okay pretty goodish, and it won't disappoint you that much.
That's my list so I hope I helped you.. And remember not to judge a Pokemon because of a ad thing about it. This IS WHAT I BELIEVE NOT YOU

My top 5
I like Gyrados and Kingdra because Clair uses them.
I have used both Blastoise and Feraligatr in playthroughs, both excellent water type.
Lapras is a good water type too.
