I have 8 badges so far but my team is not strong enough to beat the girls in Ecruteak city. Also I plan on soft resetting to get one shiny legendary but which one would you recommend?

can some body help me with my team i beat the first gym heres my team
Currently, I've just left Goldenrod, on my way to Ecruteak.
My party iiiis:
Alder (Bayleef); lv.22 Tesla (Flaaffy); lv.21 Yolki (Togepi); lv.12 Ecta (Gastly); lv.18 Handballs (Sudowoodo); lv.20. She will be going into the PC.
I'm (eventually) going to round off my team with a Growlithe and a Vaporeon. Hell yeah.

I beat the game and heres my team: Typhlosion: blast burn fireblast double edge eruption Ampharos: thunder thunder punch discharge rockclimb Pidgeot: fly twister air slash wing attack Dragonite: outrage dragon rush draco meteor thunder Lapras: surf water pulse body slam (yes 3 moves I cant get another one) Giratina (griseous orb form) dragon pulse earth power shadow force draco meteor

also ice moves own dragon, the only two types which can do good against dragons are-
Ice type (highly recommended) You do not have to use Ice type pokemon, just ice type moves. which you can get the TM blizzard in the department store in Goldenrod city.
Dragon type (also Highly recommended) you can get a Dratini at a low level but worth it, it evolves into Dragonair which evolves into Dragonite and is good to fight Lance with, Dragonair evolves into Dragonite at level 55, 56 or 57, I'm not quite sure; but it's well worth it. you should train your pokemon at victory road with a xp share on Dragonair, you'll have high level Lugia which is good, also a high level Dragonite to kick butt with.
