My totodile is lvl 10 and my pidgey is 3 wat is a great place to train i did not get to violet city yet.
just walk around in the grass there and fight any and all pokemon you encounter. I got my Chikorita from level 5 to level 16 by EV training HP on Hoothoot right next to New Bark town >.>
it will take a while to train them but it's not that hard to do.

go down route 45 i go down there some rare pokemon are down there aswell
it's pretty tough i tryed going to mount silver to train but smeargles only move is sketch which has it's limits as it only has 1pp and you have to use it wisely in battle because if your opponent atacks then you use sketch the move they use becomes your move permanently! but if the move is a one hit ko move thats pretty good
Buy some pp up and put it on that move

keep fighting the Elite Four over and over. i got my team consisting of Haunter(i didn't want her to evolve), Lugia, Crobat, Meganium, Steelix, and Snorlax all to level 100.

i suggest victory road but let your lead hold a smoke ball. the golbat can be hard to beat. the gravler and onix are easy, common and give 550+ exp which is decent. i am in the same situation.
