No, the game was adjusted to compensate for Kanto. If Kanto wasn't present, Johto can still stand on its own as a region with proper adjustments.

What you couldn't do in Kanto in G/S/C is more than what you COULD do in Kanto originally.

But why do you keep saying that? Kanto was integral to G/S/C, Without it, the game is way too short. And a load of pokemon are missing. And a load of TMs, and the ferry port and olivine would be made redundant, and there'd be no access to Mt. Silver, and the story itself would be shortened.
If they took out Kanto, about a third of the game would be missing.

Gold and Silver can "talk" to Crystal, right? And have battles as well? Just like Ruby/Sapphire/FR/LG with Emerald, right? Crystal and Emerald had the sprite animations.

Games don't see the graphics. They only see code. I'm just saying but don't count the potential out.

Or Game Freak will just cop out and do the whole Time Machine/Pal Park method again.

I doudt they'll have Pal Park, they're moving away from the GBA games.
And why would they need the time machine. It's highly unlikely that there will be any new pokemon, so it'll be able to just trade normally with D/P/P.
