Ok so my friend says the items and pokeballs are better quality when you buy them in a town that's closer to E4..(like 7th gym's town has better pokeballs than first gym's town..) is that true?(dont know where the heck he got that)

Unless your friend means that pokeballs are availiable at the first few towns, then great balls in the next towns, then ultra.. What's avaliable gets better the closer you get to the E4, or it could be by how many badges you have.
No he was really talking about pokeballs from Pokemon League better than pokeballs from like Jubilife or sumthin

A Potion is a Potion whereever it is bought. E.g, a Potion Bought at Oreburgh City would be the same as one (if it was available) at the Champions League.
However, items that change in quality - such as a Potion, to a Super Potion, to a Hyper Potion to a Max Potion increase in effect, along with their names - They restore 20HP, 50HP, 200HP, and Finally, Full HP, respectively.
