It should run, but won't run well. (game requires around 300mb of ram, and a 1.3ghz processor just to start up- it also only needs a 32mb video card, yours is 64 - though when these companies release minimum spec guidelines, it's more or less bullshit printed to sell more copies - as when in most cases the game is run on those settings on a PC that just only meets such settings, they'll barely run at all)
It was designed for XP, and sans any compatibility problems, Vista eats up more memory than XP. On XP, I estimate your PC would be run it just 15-20% over the minimum requirements. On vista that edge may be negated, if not thrown into the negatives due to vista's memory consumption.
I'm not entirely sure if your PC has a slot for another (more powerful video card), but at least I know you should be able to upgrade the system's RAM. As for the processor itself, it may not need to be upgraded, but you could definitely use more juice. My PC is old as shit, (1999, released 2000). It's a 1.7ghz and it sputters along in desperate need of another 500mhz of juice just to keep up with XP upgrades.
Given your system's specs, I don't see much reason you should even be using Vista, even the 32 bit basic version. If you use it mainly for gaming, it would be easier on the system to run off XP and the latest service packs. Businesses have been doing all they can to keep from switching PCs to Vista as it pretty much requires a full overhaul of component upgrades.
Still, a video card upgrade (128mb video cards aren't too expensive these days at all), and a ram upgrade (get 700-ish MB or a full gig of ram) should carry the burden from the processor enough to play with some pretty decent configuration settings.
