Individual forum rule threads are somewhat redundant as is, save for forum-specific rules (all forums are atleast a little bit different). We have sitewide rules that we fall back on anyways, as well as operating under the common sense principle. Common sense in itself means that the rules are something to put your back against when you aren't sure.
Simply put; you are expected to follow Neoseeker's Sitewide Rules at all times, in agreement with the use of your account. However, to better the experience in this forum I would like to reinstate the idea of a positive posting policy.
An effort to make this forum helpful and friendly for everyone, and encourages the following initiatives:
Positive Posting Policy
Respect the opinions and thoughts of others, regardless of how incorrect they may be.
Make an attempt to post in the proper forum/location/thread etc.
Be patient with new community members. If they can be helped by reading a Guide or FAQ, welcome them to the forum and kindly point them in the right direction.
If a topic is being debated, keep your comments related to the facts at hand. Try not to criticize someone's opinion without valid factual support to back up your claim.
Don't chastise someone for making a redundant post or asking a "nooby" question. We all started there at some point.
Regarding "General Help" Threads:

General Discussion Policies:

It won't be getting a moderator. One, this forum is barely active. When it is active, we are all on and talking in the General Discussion. Second, this forum barely gets any new threads. When it does, they are usually about replay and such.

Ok, I just realized something. The header has a link to the Introductions. I'm not really sure which would be better, but I think that the Forum RFS would be a better place to link to. I'm not really sure why, but if there is a new member, Vet members will usually lead them to the introduction thread anyways.

I'd just like to point out that not all of our forum viewers have completed the game, even while most of our regular poster shave on multiple occasions. I ask that you please make a note in your thread title about the possible inclusion of spoiler content, if it applies to the thread topic. Remember, we have markup for those bits of information that could potentially make the game less enjoyable for those who have yet to complete or even play the game.

Attracting the attention of artists isn't an issue, I can always advertise the contest in the Community Events forum. The question remains; is everyone ready for a new header in addition to a new forum footer?

I would think that we have a few artists at the very least. I've gotten a bit better with GIMP, so I can do something other than my Sepia header.

Before we even start we need to have a decent amount of artists(I would say at least three). Because last time I believe only one person out of the forum participated. Also the entries were somewhat dull. The vote for Snoop's (now Circle) header was basically unanimous.
Anyway, if we do a contest, I wouldn't mind doing a header/footer contest.
