I have that same problem although I talked to Blore and Lombard out of sequence I talked to them and got the parachute plans then I talked to them at the steps and then at the wood shed now i can't find them to end the secne I dont know what to do.

I cannot get pass chapter 3 i do all the steps right and i could not get the cut scene.
