Nowhere did he say it was based on skills. Cell was one or two steps above Goku in terms of power and skills. Suppressed Cell who got weakened was stated to be able to beat Trunks, Vegeta and the others.

	Cell would be the weakest of the three, but still a force to be reckoned with. In the original manga, there is a very strong indicator that Cell Games SSJ2 Gohan isn't that much weaker than SSJ2 Majin Vegeta. He's weaker: but not be a massive margin, contrary to the popular consensus. Cell was more or less Gohan's equal so he too would not be outright demolished by Goku and Vegeta. And certainly with skills such as regeneration and the Shunkan Ido up his sleeve, Cell cannot be easily overlooked in this equation IMO.

	Cell gets smashed, Regardless if the power level difference are small his not going to win. Goku and vegeta have a 15% advantage. the match would be Goku vs pikkon where goku and vegeta have greater speed and little bit power advantage. Techniques helps to make difference between guys who dont know how to fight not guys who know how to. a simple final flash or kamehameha would finish of cell. and it would come down to vegeta and goku. Id give it to vegeta more ruthless fighter plus when the piano starts playing your finished

Id give it to vegeta more ruthless fighter plus when the piano starts playing your finished Granted; Cell isn't the favorite to win based on power comparisons, but with Goku and Vegeta focusing on one another, and Cell not being massively weaker than either one of them, he can definitely win if he plays his cards right. In a 1 on 1 fight with Goku or Vegeta, he would go down for sure, but this could very well go right down his alley.

	if this fight is when goku and vegeta are ssj2 im assuming it takes place 7 yrs after the cell vs gohan fight so what is to say cell hasn't increased his power in the past 7 yrs? he does after all have saiyan genes inside of him. however if you mean the SPC from the cell games then most likely majin vegeta can take him out but it's not like it will be a one shot fight, or a 60 second fight it most likely will be like mssj goku vs cell but with their positions reversed.
