Nothing suggest ssj2 vegeta kept the boost after babidi dies. Just like Dabura the effects wears off since the user and the master aren't a live.
If Cell was more powerful than ssj2 Gohan than why would AT feel the need to destroy Gohan's arm?????? Its not till after that Gohan feels that is power is cut. Pre arm broken would have destroyed cell.

Wrong! SPC was said to be as strong as SSJ2 Kid Gohan if not stronger. Cell destroyed his arm with uncharged ki blast and Troiyama wanted Gohan to be harmed to show how powerful Cell was or for the drama so that doesn't mean Cell was weaker, if anything that proves Cell was even stronger. Cell said he had powered up like SSJ2 Gohan and proved it when he damaged him with uncharged ki blast. Cell was confident he can beat Gohan and was not afraid. Cell knows how strong Gohan was, he wouldn't been so calm if he was weaker. Gohan won since he released his inner powers.

In the Anime SPC was stated to be even stronger.

Wow your something else. There was nothing in the anime that states Cell was stronger. That Blast was mean for Vegeta which Gohan being the protector that he is got into the attack. Meaning if this ki blast where to have done a lot of damage you say would have meant Gohan would have revert back to a ssj from or base. The fact that it only hurt his arm means it really wasn't that hurtful of an attack. Gohan's confidence is what made him think that Cell was stronger. As we all have seen Gohan defeated Cell.

The Anime states SPC was stronger. Watch the Japanses dub when Dende says "This time Gohan might not be able to do something". Later When Cell was about to use his Kamehameha Dende said "A terrible ki, I have never experienced a power like that" How is it possible if he already felt SSJ2 Gohan???

Cell delivered a small ki blst and he barely charged it. Gohan beat Cell because he used his inner powers. That means SSJ2 Gohan (hidden powers)>SPC. That says nothing about the Gohan who fought Perfect Cell. Toei made SPC>SSJ2 Kid Gohan in the Anime. That's why they added fillers when everyone helps Gohan and it's not enough and laos added fillers when Gohan said he felt his father's ki with him and added the filler when Goku tells to Gohan to release his hidden powers and the Japanese dub showed he did it in the end. Watch the Japanese dub.

Japanese anime Goku flat out says Gohan is "the strongest in the universe right now".

SSJ2 Kid Gohan > SPC...but Cell is definitely close.

Anyway, I give this fight to Cell, in a very close close fight. Vegeta is right up there with them, but Vegeta should still be a little bit weaker than SSJ2 Kid Gohan.

There has to be a significant gap between pre and post Majin Vegeta, and post Majin Vegeta is only "As great, perhaps even greater" than kid Gohan stated by Piccolo.

I would have to agree with you. As stated Majin brought him up to Goku's level.

Wow you guys are doing a lot of quoting back and forth.
1. Gohan can't not be at 100 percent an then have his hidden power to him to make him a 100 percent or behind. True his powers aren't there however that doesn't mean prior to them being unleashed that he is at 100 percent of his true power. He only is at 100 percent of his accessible power.
2. SPC and Gohan aren't equal they are rivals. They are close in power but not equal. Gohan still was stronger than SPC. Goku had stated this during the cell fight and in the buu saga.
3. When SPC comes back from blowing himself up he is at full power. There is nothing hinted that Cell had any power he left for reserve.
4. As stated by VIC the kamehameha with Gohan was life or death. If Cell had any reserve power left in him he would have used it at point to win the struggle to save his own butt. However he didn't and lost.
