Nah, 17 takes this. Trunks was shocked at Vegeta's power but the most power Future 17 put out before his last battle was ~50% against Future Gohan. Vegeta may do better than he did against present-18, though, but he gets murdered.

I had a problem with that for the longest time, too. "The future Androids have never gone all-out on Trunks, so how can he know for sure that they're actually weaker?" Right before he kills them after the Cell Games, they even call him their "toy" and act as though killing him would be easy for either one of them. Wouldn't be the case if he could already fight them fairly evenly, or however he described it.

I heard one idea a while ago that could be a great explanation, though. It says that even though the Androids' artificial power is infinitely self-replenishing and never runs out, that a lifetime of actually using that power to kill almost everything on the planet could cause their total maximum amount of power to steadily decrease over the years.

Kind of like how you can keep plugging in and reusing a rechargeable battery over and over and over, but eventually that battery's going to hold less and less of a charge each time. It's just a fan-theory, but sometimes a really good one's all you need for something to sit better with you.
