To me this is irrefutable evidence that Gohan indeed was not SSJ2 at any other time besides the Budokai.

i have already said it before. his full strength could be referring to the power he had as a kid.

based on what kaioshin was telling kibito, gohan must have shown a power greater than his weak ssj2, whom both kaioshin and kibito had already seen back in the tournament. so yeah, there's a good reason to believe he was a ssj2 firing that blast because kamehameha > user.

Don't tell me you expected any better from the Buu arc. This entire arc is a mess, it really appeared to me as though Akira half-assed through it. I still am on the side of the debate that thinks Gohan still needs intense anger to go SSJ2, because logic dicatates that he still would need it. He needed it against Cell, slacked off for 7 years, and then we're to believe he could go SSJ2 at his own accord during the Buu arc all of a sudden, despite having barely trained in the years leading up to the Buu arc? I find that hugely dubious, to say the least...
