Or, you just have to dodge them. He can sense ki's, so he could easily felt those things coming. And besides, that genocide attack was aimed to eliminate all humans on Earth, which for 99,9% consists of weak ones with an average PL of 5. Those beams were probably not even very strong to begin with. So this doesn't put Tien's PL in the hundreds of millions or whatever...

So when he went there, his PL wasn't even at 2k. But when he returns from King Kai's, his PL is all of a sudden around one million? Sorry to say, but that's absolutely and utterly ridiculous. That's 500x increase. Goku went from 416 to 8k which is a little over a 9x increase. It's fact that Goku had more benefits from King Kai's training since he was taught the Kaioken and Spirit Bomb which Tien was not. So the increase you suggested is rather absurd, no offense intended, Tien had far less benefit from King Kai's training than Goku has had.

Maybe with a Shin Kikoho, but in terms of plain PL, Cell, even in his first form would stomp the stuffings out of any human. They're simply obsolete, I don't even know why Toriyama had them come to the Cell Budokai either. Of what friggin' use were they anyways? All they could do is stand by and be flabbergasted at the power the Super Saiyans and Cell displayed, and act as fodder for the Cell Jr's...
