I suppose you consider Eiko to be the weakest character Lovedove?

I agree, I seem to remember her Magic skill being lower than Garnet's. Her limited summons don't help.

IMO its Dagger. Her Eidolons are entirely useless againts Bosses and she is useful for killing yans with atomos or Odin. Her most useful White magic is berserk and thats about it. Eiko and Quina is ironically one of the most and technically the most powerful character in the game. Quina's frog drop is easy to power up and eiko have a glitch that makes her easily the most powerful magic user in the game. My lvl99 eiko heals the entire part for 8k and above with concentrate equipped. Her magic is at 99.

i wouldn't say that garnet nor eiko is the weakest - i'd say garnet's eidolons are of offensive type while eiko's are more defensive...two sides of the same coin. it's actually hard to choose between the two!

i believe there's no weakest character in ff9 - it all just comes down to the player's choice of strategy; personally i do brute force: zidane, steiner, vivi, and freya (amarant and quina on some occassions)

just because i rarely used any characters besides them doesn't mean that the rest are useless/weak

If you want to just get down to numbers (i.e. who does the least damage), Eiko is the weakest character. The reason for this is that almost all of her spells are for support, and Rackets/Flutes deal pathetic physical damage. She has virtually no damage-dealing capabilities outside of Holy (unless you're fighting a zombie, in which case Curaga/Life is added to the list).

Now if you meant weakest in the sense of "least useful", I would have to go with Steiner. He ONLY deals physical 9999 damage, and the fact that he's got 4+ abilities that do this very thing is redundant. You're better off replacing him with Freya/Amarant/Quina/Dagger, who can do the same 9999 fixed damage with Dragon Crest/No Mercy/Frog Drop/Atomos and have other support abilities + a larger MP pool. Another weakness of his is that he effectively takes up two character slots (has anyone ever had a Steiner without Vivi?).
