Actually, 7777 effect will ensure Squall's death before he gets a chance to act.
Beyond that, Sneak Attack will allow Cloud an action before the ATB gauge even moves on either side, ensuring death before either side get their "first" turns.
I've done this arguement a thousand times and in all of them, Cloud is the victor.
I'm sick of these, tbh.

- Exchanged swordsplay with Seifer via Gunblades with swift but comparitively slow strikes. - In battle, goes up to the opponent with both hands wielding his weapon to strike the opponent, arching his body down following his sword swing, and then slowly retreats his blade back into his regular stance.
Cloud:
- Swings his sword around behind his head three times within a single second after every fight. - In battle, he quickly dashes, almost gliding up to the opponent to bring his weapon down immediately with both arms, before immediately brinigng his sword back up to regular stance.
Experience with Weapons
Squall:
- Can only use Gunblades. - Can only perform certain finishers with the right Gunblade, otherwise unable to perform a finisher without the necessary gunblade.
Cloud:
- Has used Rifles, Bats, Blunt Swords, Huge Claymores, Katanas and other weapons. - Can perform any Limit Break once learned, with ANY weapon.

We already knew that SOLDIERs are injected with J-cells and are superior to regular people in strength and speed. Sure, we don't have too many examples of just how superior, but we can take the following into account:
Cloud swings a sword that is bigger than himself several times around himself within a second after every battle. This alone shows us that Cloud is physically strong enough to handle a 100+ lb sword with ease.
Cloud survived a fall from the sector 5 upper plate to the slums below in FFVII. Midgar is built like a city in the sky. The slums are below where the poor live, and the plates above are the cities where the reactors, the rich and Shinra Corp is. Cloud fell through the upper plates to the bottom of the slums without so much as a scratch.
Sephiroth was able to impale the Midgar Zolom, a hundred-foot long serpent that is made to be much too strong for your party to handle at that point in the game, onto a massive tree.
In the ending FMV when the crater was shaking, and Cloud and Tifa were falling and Cloud grabbed onto the ledge with his fingers while grabbing Tifa. It may not look like much, but realistically, it's nearly impossible for someone to hold the weight of himself and another person (especially one with big knockers like that XD), while free-falling, with only their fingers. Cloud did so without showing any effort, even talking about Aeris as he did so before heaving Tifa up.

So, while AC may have exaggerated some stuff, Cloud and Sephiroth have always been in a league of their own in terms of strength and skill. quoteCloud overpowered Sephiroth before he had Jenova Cells.

And the only thing that kept him from making it into SOLDIER was because of his lack of confidence/low will power.

Sure, Initiative allows you to have the first turn, allowing you to input a command first, but Sneak Attack happens before you can even have a turn, resulting in zero "dead" time to occur, so I'd say it trumps Initiative.
With that said, the only thing that could save Squall would be Pheonix.
But that would mean Pheonix hitting Cloud, who would be equipped with a fire ring, absorb Pheonix' attack, and a counter + KOR would finish the battle.
Unless of course, Pheonix shows up... again. XD

Well... I think both of them started out unexperienced, but I think Cloud has gone through alot more life-death situations.
Squall has had a few too, but those were different. He blacked out during one of them, and the other had nothing to do with fighting.
And the forehead cut can be debated. So you're right in that Seifer does indeed have higher stats then Squall.
But Cloud's Weapon ATK and VIT is still alot higher then Seifer's, and Cloud's attacks would do more damage to Seifer then Seifer's to Cloud. Also, Squall's Renzokuken has a higher damage potential then Fire Cross.
But Zidane is very weak in terms of stats, since he starts at lv.1.
But if you wanna look at things fairly, both Squall and Seifer are at higher levels then Cloud, and yet Cloud holds his own very well.

If you wanted to be completely fair, just take a look at everyone's Lv.1 stats:
Young Cloud LV.1:

Leadership capabilities:
Squall passes his SeeD exams, and is appointed leader of what-what. He receives orders and follows them abidingly, enforcing order within the party when needed.
Cloud takes his party across the world, the entire Shinra military forces out to stop them as the pursue a demi-God in hopes of stopping him. All this, and he has little or no leads to work on, whereas Squall does- his orders and the assistance of others.
Now, what they accomplished:
-Squall lead Garden to a victory in the battle of the Gardens. -Defeated Edea, and Seifer on more than one occasion. -Rescued Rinoa from death in space, putting his own life at risk. -Climbed the Lunatic Pandora, where they faced Raijin and Fujin, Mobile Type 8, Seifer once again, and a far more superior Adel. -With the help of Ellone and Laguna, the make it through time to the future, fighting many of the Sorceress along the way. -They defeat many/all of Ultimecia's guardians in her castle. -Defeat the mightiest GF and Ultimecia- a fraction of a god's power.
-Cloud leads a rescue mission for Aeris, working their way through the Shinra HQ, fighting various soldiersm research specimens, and the president himself. -They go through Reno and Rude on four occasions, going through Elena on one. -Solve the riddles of the temple of the Ancients, and acquire the long lost Black Materia. -They travel all the way north, up the Gaia Cliffs and into the Promised Land. -Cloud gets the worst case of Mako poisoning ever, and is the only person to have ever recovered from it. -They fight their way through SOLDIERs and Shinra troops to salvage the Huge materias's from Junon Harbour and the Rocket Town Rocket. -They defeat Diamond WEAPON, successfully driving it away from Midgar. -They fight through the weaker parts of Jenova on three occasions. -They storm the Shinra Building again and defeat Hojo in his 'Jenova-like' forms. -They travel down the Northern Cave, defeating the strongest of monsters. -They defeat Jenova SYNTESIS, the head of Jenova. -They defeat Sephiroth in the midst of his transformation into the next Jenova- a planet destroyer. -Cloud overcomes Jenova's cells and eliminates all influence they have on him.
This isn't including Advent Children, however.
Indeed, they have both accheived a huge amount, both individually and with the help of others.
