Is Laguna Squalls Dad

Yes it's true, Laguna is Squall's father. There aren't many hints in the story but the main one takes place in the Ragnorak near the end. Kiros and Ward are talking about Squall and one of them says it's a good job Squall doesn't look like his father, and it's clear they're talking about Laguna. Ward, Kiros and Laguna are all very close friends, they would know that Laguna is Squall's father.

I very much doubt that laguna is squalls dad, unless he was "cheating" on julia. Look at the timeline of events. When squall is sent to the orphanage, he looked to ellone as a big sister, Right? which meant that laguna was searching for her at the point when squall was orphaned. and before that, he was in winhill, because he hurt himself at centra, and was recovering, and befroe that he was after julia. And laguna just doesn't seem like the kind of guy for a one-night-stand, so he had no time to be squalls father.

I thought that if you complete the Shumi side-quest (both parts) there is someone who says that Squall is Lagun'a son.

I think that it was Laguna and Raine and that Squall was Ellone's brother.

As far as I know, Laguna and Julia never had a relationship. Laguna had to go off to war and Julia married General Caraway, they never met again. Laguna settled down in Winhill and met Raine, Julia was killed in a car crash. There was an attraction between the two but it was never given time to flourish. So Julia isn't Squall's mother, Raine is. Julia is Rinoa's mother, if she was also Squall's mother then it'd make the relationship between Squall and Rinoa somewhat disturbing... So the way I look at it, Laguna and Raine are the only candidates for Squall's parentage.

I'm not sure where Ellone comes into it, Squall called her sis at the orphanage but so did everyone else. I would say Ellone was Raine's daughter but not Laguna's, which would make her Squall's half sister.

Ellone's parents were killed, so she was adopted by Raine. Ellone has no blood relation to any character in FF8.

His flambouyant attitude, his male company, his long hair...I think there are more allusions to Laguna's homosexuality than to his siring Squall.

i thought it was hinted at but never stated. The whole Ragnorak scene does make you think he is, but it was never directly said.
