Can't get super all super arts done

	I turned on the "All Super Arts" option in the system Direction options. I know that once this is on the commands for your Super Arts Change. But when I try to do Chun li's Tensei Ranka (qcb,qcb+k) it isnt working. Actually the only move i can get done is the one i selected. How exactly does the All super Arts option work.? PS: i have Street Fighter Anniversary on PS2 (which includes street fighter third strike) in case you were wondering
