What is the chance of encountering a ledgendary shiny?

I only have one shiny, which i got as soon as I got into Ceruelean City. Bellsprout.

And what are the chances of getting a shiny starter?

I think it just depends on luck

so shiny is just that the colors are different ? or do they elevel up faster or something?

Yes, Shiny pokemon are regular pokemon except they are a different color... that is the only difference between a normal pokemon and a shiny one.
