you sure a service didnt do this? i remember disabling a service in vista which disabled the control panel, so there might be something similar.

many are stopped.

i personally stopped firewall, defender, security center, win update, win search, server, workstation, comp browser, offline files, application experience, disk defragmenter and superfetch.

alright, so its not the services. well i have no idea right now.

okay, i'll just shut it off by the comp power button then.

Hiigaran, stop thinking in services so much They're useful, but don't do everything.
This is probably a setting in the registry:

Go to Start and type "regedit"
Go and find the following folder in the left pane:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

Now in the right side, right click and choose New>DWORD Value (if you have a 64 bit version, it might say DWORD Value 32-bit)
Name it NoClose and give it the value 0

If NoClose was already present, make sure to change the value from 1 to 0. Now log off for the change to take effect.

No, but there are a few common places where you can look.
And just like with everything else, the more you do it, the more you learn.

**On a side note, this is a typical reason on why you don't disable things just for the sake of freeing up minuscule resources. If you have the resources to run system services, then just leave them alone. If you don't have the resources, spend the money to get the resources.
