They're never gonna have huge characters as part of a first-day DLC, that would be a slap to the face. There was already some uproar a few SD games ago when you could supposedly only get Rock(or Austin?) if you pre-ordered the game. They eventually changed that and had them available through DLC later on.

So as you can see, DLC has a lot of uses. 1st day DLC can seem like a way to make money but then again, the characters are usually not that major, and so you don't have to spend. But nothing says the models were done before the game is released. See Ryback. He debuted around WrestleMania. Around that time is when the roster cut-off date is met, so there was a strawman's chance he would make it in. Sandow debuted the SD! after Mania. And even when they debuted, no one had any idea if they would become an integral part of the roster. Last thing THQ wants to do is spending time creating some uprising midcarder that ends up flopping in the summer and has little relevance today(e.g Tensai).

Going by how they announced the DLC packs for WWE 12(winter/spring releases), they likely still create models as the release for the game approaches, but they won't be done in time to announce them as part of the roster. Thus, DLC material.
