Finally! PES used to do the player + cash transfers but then they removed it and had counter offers. Finally a game that has both.

This is a great move by EA as i have been waiting for this for quite some time now. Being the manager you should be in total control of who and how you purchase players during the transfer windows. Very happy with this

^ no, they won't do that because it's simply not how it works in real life or anywhere. The video says that the initial value listed is the player's "market price" which will be a standardised price presumably based on his ovr rating and age.

How much the team want for him will be a different story, based on whether he's a bench warmer or a key first team player.

For example, say both Man City and Fleetwood Town have an 18 year old rated 65 ovr. The game will put the same market price value on them (more or less, I'd imagine there's a bit more to it than that but they're the main factors) but while Man City will be happy to let their player go on the cheap cos they quite frankly don't need him or the cash, Fleetwood would press for as much cash as possible since he'd likely be a key player for the side.
