Is the game only focused on the Water 7 Saga, and which characters can you play as? Luffy, Zoro, and Sanji, based on the screenshots. Are Nami, Chopper, and Franky playable though? I really hope Chopper was playable :0

No the game begins with the East Blue Saga....but not all of the story arcs are playable. The game highlights the major scenarios though. Yes to Nami, Chopper and Franky in "Another Log" where you play through their chapters....but there's still a few not available. There's a new DLC pack available which adds more costumes and scenarios, so I'm sure we'll see more characters through DLC in the future as well.
