Anyone can join the Pokelounge as long as they follow the rules, even if you have never posted in a Pokemon forum. The difference between Loungin' and Pokelounge is that in Pokelounge some topics aren't allowed such as mature ones (drugs, violence, sex, etc.) while in Loungin' just about any topic are allowed as long it doesn't break the sitewide rules. The pokelounge houses a younger audience as Whelan mentioned hence why some topics aren't allowed in there, which is to keep that audience in a sort of safe zone.

adds: Like any other lounge aside form Loungin, those lounges usually have the intention to reunite people with similar interest. Its like a large GD for people that share interest of football, pokemon, etc. What I said on the previous paragraph still holds truth, but its not the main focus for having the pokelounge. Either way, the lounges serve the same purpose as any other lounge, its just that the audience is different.
