	Usually its the moderator of the specific forum (or former moderator) that edited it so the links are different colours, glow etc using HTML. Ie, only moderators and admins can do it. Although I imagine nearly all the time its the moderators simply to make the forum more aesthetically pleasing. -------------------

	_{A couple of forums on the site have glowing links, it's done with Javascript. Only supermoderators have the ability to add Javascript to a forum, you can't do it yourself and neither can normal mods. I don't think you can just request it to be added to any random forum though, but you can always ask.} -------------------

It is easier to think of HTML as a design language, and javascript as an action language that works with HTML, among other things.
