I think she'd be too big for that...She's not exactly tiny. I think they're roughly what, 3 feet tall at least from hooves to head? I mean, even miniature ponies are the size of Golden Retrievers I think.

As for why they chose that paricular business model, who knows? It kinda makes sense, the whole mystery bag facet means that people who want a certain figure will buy more of them. It is certainly working on me.

Logically yes, but in actuality they probably aren't all that light (Le magics!). Lighter than the others yeah, but even if they were half the normal weight of a unicorn of the same size, it would still be a bit much to have sitting on your head XD

WhiteDove Creations on DeviantArt makes high quality plushes but also charges around 400 to 900 depending on what you want (Alicorns are in the 900's). Her commissions are closed though, anyway.

Cinnamon Stitch on eBay will make custom plushies too, and they're a lot cheaper than WhiteDove's (starting at $250). Not as good looking or as quality materials I think, but still.

Oh, Here is a Rainbow Dash by Cinnamon Stitch. It has NO bids, and is starting at $150.

King X2 - Well, there is a RD plushie. Maybe you can snap it up >_> If you fail to do that, you could probably get one for under $300.
