Solution: allow the option of certain characters being allowed to switch between different forms. Examples: Bowser and Dry Bowser. The default option is Bowser, but if players want to play as Dry Bowser, they simply click another button once Bowser is selected and they are now playing as Dry Bowser. Moveset can easily be copied over with the look being different, and the developers could make slight adjustments between the two. Maybe the original Bowser's moves are stronger but he is a little slower than Dry Bowser, whose moves are a little weaker but he is slightly more agile. This frees up a character slot on the selection screen for people to stop complaining about clones, while those who want clones with some variation are given what they want. Not much would need to be changed between these two characters. Their movesets can generally be the same, with only their appearance and power/speed differing a little.

Another example of this idea could be between Link and Toon Link. They generally have the same moveset, and ideally are the same character, so they could be given the same slot and players could have the ability to switch between the two with the push of a button. Link could be a little slower since he's taller; Toon Link could be faster and could continue using his fire arrows versus Link's normal arrows. Toon Link's bombs could still look like they did in Wind Waker, while Link's could look like they did in Twilight Princess or probably will in the upcoming Zelda game for Wii U.

There are some characters that this idea wouldn't work with. The two examples above work well because Bowser and Dry Bowser are the same person, while Link and Toon Link are also the same person (just at different time periods/different games). Fox and Falco wouldn't be able to follow this whole thing. While their final smashes and movesets are alike, they are two different people. In this case, Namco Bandai/Sakurai either need to decide on which one to keep in, or need to make sure that this type of cloning stays very limited, with the latter being more realistic. It wouldn't make much sense to take a character who has been in the past two games out randomly. Same goes for Captain Falcon and Ganondorf; it wouldn't be wise to take one of them out when Captain Falcon has been in all three games (correct me if I'm wrong) and Ganondorf in the past two. If they are going to have this type of cloning in, they just need to make sure that they don't any more of these types of characters (at most all they should include is ONE more pair of this type of characters, but that also depends on the size of the roster).
