Firstly - either remove Levelling enemies out of the game entirely, or remove Non-Combat Skills from the levelling process.
For example, how does Speech effect how difficult an enemy is? How does lockpicking effect whether you face a Dragon or a Blood Dragon?
For example, I used a few mods where I was a non-combatant, (through Alternate start), and levelled up to levels by creating Potions, Poisons, selling them on, smithing armour, etc, and eventually decided when I was told my tutor could "teach me nothing more", to enter the big bad world, where I suddenly got slapped down silly.
For some skills, they are useless. Stealth/Archery/Dual Wield is beyond broken - and as such, taking levels in Light Armour works alongside to get some medium of protection (levelling smithing increases that effectiveness), Illusion grants insane bonuses to Stealth builds, and conjuration allows you place 2 Storm Atronach's to drain enemy magicka while you use a Stamina Drain to prevent Power Attacks.
That means - no sense in taking 2H (too slow), Heavy Armour (LA+Smithing gets mobility, noise reduction, and armour bonuses), Block (halves your DPS, and adds purely to armour, when you can use LA+Smithing to generate the same), Pickpocket (very little is actually worth pickpocketing - best thing I can think of is a Briarheart, and as you have to sneak to get them, just 6x Damage Bow with Paralysis, rinse and repeat/hit with Double Poisoned+Enchanted Swords until dead).
I would like to see a return to some archetype skills.
Unarmed/Unarmoured - Incorporates some other abilities - Jump, Move Speed, Unarmed Damage, Unarmed Block, Knockback/Stun/Paralysis/Instant Death.
Riding - ability to ride bareback horses, Reduced Crime from a "Stolen" horse, increase mounts health/damage (up to becoming essential), Mount Armours, then you get to ride some "unusual" mounts - Giant Wolves, Elks, Bears, increase ridden combat damage, and finally, the ability to ride a Dragon (I think that this is one of gamejam vids anyway, along with spears).
Spears - ability to switch between 1 Handed and 2 Handed versions - uniquely - so that you can either have a "Hoplite" effect with stabs, and a "wu shu/dynasty warriors style, increased damage while mounted.
Throwing weapons - javelins, axes, daggers, stones, etc, accuracy, range, damage, rebounding shots.
A big one - fletching arrows.
