Best way to increase Light armor skill

Well, the Thief stone levels up light armor quicker. But other than books, I think getting hit is the only way.

Thief stone, and tank, that's pretty much it. The higher your Armor rating, the more damage it soaks, and the faster it levels, so get a hide shield (Don't block, unless you want to level that too) The Lord stone, if you don't want to go Thief, and believe it or not, Alteration Spells, like oakflesh even help. This also means you'll be able to tank longer before running away, or healing. Look for the strongest sparring partner you can survive for a decent amount of time. Skeevers do very little damage, and don't strike that often, so while you won't get killed by them, you'll have to tank quite a while to get a level. On the other hand, 1 hit from a giant can get you a level, but the next will probably send you up to see the birdies. Draugr usually do it for me, level dependant.

What are your LA skill, and Character Levels? Oh, and your Armor value as it reads in your Apparrel menu.

Yeah, that's probably Draugr. You're just not going to run out of them. Try to find a crypt you haven't cleared yet, away from any restless, or over, and preferably ones with Ancient Nord Swords. if you have Restoration spells, have that in your other hand, and just hold the shield (Make that Elven if you can find/make one.) Should take a matter of minutes. (Depending on character level, if you're over 30, you might want to find Skeletons.)

Find something that hits you the hardest that you're able to recover before you get hit again. As stated earlier, the more damage you take, the faster it levels. For heavy armor I kinda just slapped a giant and had it smack me around for a good half hour, maxed it easy. No doubt light armor would level the same.

Get your Restoration stat up. Get the Grand Healing Spell or other healing spells, Go to a forsworn camp, let a bunch of them chase you hit you, and keep using healing spells. It also helps to wear rings/necklaces/masks/etc that increase the speed your magic replenishes. Just make sure you are wearing at least one piece of Light Armor.
