No way to unlock shouts

I have the Unrelenting Force, and the Whirlwing Sprint shouts given me by the Greybeards. They work ok.

I have six other shouts greyed-out and locked ... I have 5 souls, as indicated at the bottom of the page.

I pick a greyed-out shout, hover my mouse over the "unlock" (R) at the bottom of the page and press enter on the keyboard ... I get the message that "souls are required to unlock shouts" ... I've got them ... so what-gives!?

I tried every other permutation such as pressing other keys like "Z", and other clicks and entries.

I also spent a few hours on the web seeking info like on the WIKIs ... and looking for a console entry code cheat, but they don't unlock a shout ... I can add a shout (player.addshout #code) but not unlock it. I haven't found a console command that will unlock a shout.

If anybody has a way to fix this I would be so grateful.

This definitley sounds like a Mod interfering with it. Do you have any installed?

Try starting a new save, and running through the start of the main quest as a test to see if it persists. I'm not sure if you can figure out when this kicked in, so returning to a prior save may not be possible. If you still can't unlock shouts with another character, try uninstalling, and re-installing the game. This seems to clear up the global interface glitches like this whenever I encounter them. I still do it occasionally to clear the cumulative erors.

I did load an early back-up of complete working Skyrim (seperated from the currently using Skyrim), but with using the last save the unlock situation is still not working, the defect is still there with the last save.

A completely new reinstall and starting from scatch? I am half way through the game, everything else works fine, I don't really fancy a restart, as good as the game is, it would need getting some way in just to get to the unlock stage.

Maybe my download from Steam got was a bit duff. Though, like you say, a reinstall often fixes a poorly running program, though this program is not all on the disk otherwise .....

Maybe I will just have to live with it.

Sitruc did you buy the retail version of the game or off Steam?

Yes I bought the retail version, retail disk ... and the Steam part of the game to enable it, the Steam part is probably an essential chunk of the Skyrim game .. along with the latest patch.

So really, if getting the game in bits and pieces, it's anybody's guess what went wrong. I would say the download/integration, if it wasn't a glitch over time of playing.

Oh for a console cheat that I could enter into the PC, one that works. I sometimes try some permutation entries like player.learnshout #code (like 5d16b and 0005d16b - for Frost I think it was) ... variations like that ... for a few minutes anyway.
