I'm referring to Numidian/Akulukan. Which is known to be able to warp reality o an extent where it can bend time and appear in a dozen seperate locations simultaniously.

The Tribunal gave Tiber Septim the golem to show their respects to his mighty Empire. He then constructed the Totem and reactivated the golem using Zurin Arctus's Dwemer research. Tiber then used the Numidium to conquer most of Tamriel, mainly just forcing the Aldmeri Dominion into submission.

That isn't totally correct. They signed a treaty to prevent a war, with conditions to give Talos whatever parts of Numidian they had. Though the heart was still strictly off limits. It was for that reason he created the Mantella, a Colossal Black Soul Gem which he filled with the souls of Zurin Arctus and the Underking's souls.
