Also, I could swear that I read somewhere that being Dragon Born does not actually mean you automatically you have to be the Emporer or an heir. I think I read somewhere that there were several Dragon Born who never held seats of rule in the past.

So in short - the chances of founding another Dynasty are slim. Being Dragonborn is not simply something genetic. It's a gift directly from Akatosh. The Septims were all Dragonborn because he allowed them to be. That compact was broken. The Last Dragonborn serves a specific purpose - to stop Alduin. Although, he/she has other fated purposes. I doubt sitting on the throne in Cyrodill is one of them. In fact I'd say it's far more likely he/she will fade into obscurity. There are a few previous instances that make me think this.
