as for storyline they could pretty much go in any direction

Elsweyr is supposed to be a desert/badlands area, so I hope they don't go all Fallout on us and decide on a colour pallet of brown, brown, dark brown, steel grey and laser red.

Although I think someone in Whiterun mentions something about a jungle in Elsweyr too, so that would be cool.

Time travel was hashed and rehashed in a post in TES:IV Oblivion forum. That, along with a game which would encompass the entire continent of Tamriel(but not like Arena did). The consensus appears to be that large scale time travel is almost entirely out of the question(for most players, I don't speak for the developers). I'd personally like to see it happen, and I think that if anyone could do Time Travel well, the crew at Bethesda would.

As for the entire continent, it would be a difficult thing to implement well, and I think most people would agree that it would be one of two things: 1) too large; meaning too much content for one game to encompass, not only because it would take so long to program, but also because it would cost a good $120 or more for each end user. 2) disappointing because it was *not* number 1. I'd buy it though...

That said, I'd doubt what you're describing would make a very good game(just my opinion). Your plot has a few issues for one thing, even before we start looking at the time travel aspect of things. Being the wearer of the Amulet of Kings would not make you High King of Skyrim anyway, it would make you Emperor(a much more lofty title).

I, as many here do, also doubt that you have investigated every nook and cranny of what Skyrim has to offer. I'm guessing you probably mean that you've completed the main quest, which is only about 20% of the game(this is mostly conjecture, but I doubt it's far from the truth). Do you have all the achievements? Have you completed all the major quest lines? How many miscellaneous quests have you completed?(there are purportedly several hundred of these) Have you maxed all your skills? Have you played multiple times and gotten all the perks(on different characters)?

yeah i could easily see them making it just like fallout but still its a place that does intrest me and a little jungle part with big desert spots would be a nice change in scenery
