Night Eye is genuinely helpful for spotting mobs at night, and also for poking around in the unlit areas of dungeons.

lol, you can turn it on or off whenever you want.

Personally, I think the Night Eye is the most useful ability I've encountered thus far. Even at level 30 my Assassin still uses the hell out of it. None of my other characters have touched their racial powers since level 10.

Night Eye feels like someone is holding a flashlight in your face to me, lol. I don't like it. And their claws are only useful to use in the beginning imo. They CAN be useful late game, but only if you pour a lot of time (More so than other weapons need) into making them useful. I like their appearance just fine, although I used to hate them. Now I dislike Argonian's~ Just go with Bosmer, seems like you favor them more and the racials in this game aren't even worth considering unless you play on Master. And even then it's between Breton, Orc and Altmer. ^^; Have fun though, which ever you decide.

Whats the bit about pouring time into making claws good?

I though you just got the heavy armor gloves ability to add to bear handed damage and then go bear handed, with bear handed inprovement on your armors

Getting the perk, finding the gloves to disenchant, getting 100 Enchant, Smithing and Alchemy for best effectiveness, disenchanting the gloves, enchanting Daedric Gauntlets. While in writing doesn't seem like a long hard task it's def not the easy route to take. Not to mention that by doing all of this, you'll still be way under par of other weapons for your level.
