I think a lot of the shouts will have far more specific uses than just calling down thunder storms to strike everything. Seems to me, from the videos, that Stormcall will only work on flying enemies. And, I reckon, that dragons will be the only flying enemies. I imagine that smaller dragons eat cliff racers, because that makes me feel all warm inside.

Skreaming08, I'm pretty sure the shouts share a cooldown. Use one and they're locked until the timer runs out. More reason to use the lesser versions.

As for being overpowered, it'll depend on how much impact they actually have. Storm call? Yeah, looks like it could be. However others, like the one that turns you invulnerable but unable to attack, the one that speeds your weapons attacks, the one that briefly freezes enemies, force push, wind step, etc. They all are interesting, but not necessarily game winners.

Remember, you have to go through a lot to unlock these things. Also, the character in the demos was in God-mode, so real fights are going to be harder. Read some of the previews people have posted from the 3 hour media preview. A lot of the players died a few times, so combat is going to be tougher than Oblivion was. The shouts are there to give you an edge when you need it. Not win the battle for you. Most of them, at least.
