You get the Uchigatana by killing the Male Undead Merchant. He us located close to the 2 spears guys right before the first Bonefire. (Crush the box and go down)

The instructions are only when you are in the Tutorial. Which you are done with.

As it's already been mentioned, you can obtain an Uchigatana by killing the male merchant in the Undead Burg, but that means he won't be there for the remainder of the playthrough.

As for the orange sign messages, people can leave these using the Orange Soap Stone, but you'll only be able to see them if you're connected to online play, and even then the servers can change, meaning you might see different messages every once in a while.
