When all three, Leon, Vance, and Scott were with each other, it was Scott's job to kill any "annoyances" in his words, or in other words; Imperial soldiers asking where they got the food. This doesn't have to Scott, it's about why Leon left. Leon was drafted to Bortz' army due to the small war with Addu years back, and since then, he never found the Gold he needs to get back.
